The wiki states that normal solar panels give 111 epower. They charge the fastest when it s sunny more slowly when drizzling and very slowly when raining. Solar panels are incredibly slow to charge. You should measure the current from the panel to the battery.

Find one on ebay or whatever look for solar panel blocking diode and put it between the solar panel and the battery. Electric cars early on are almost difficult to use because when you drive from one town to another it ll take several days for the power to come back.

Turns out they actually give just 50 epower for regular panels 100 for upgraded and 300 for quantum. So if your solar panel on the ambulance is charging a non draining battery it will operate the charging station without the need to run the engine. Nothing more needed except to turn on the charging station by operating the electronics and drop your rechargeable batteries into the basket.
